The Crisis In Global Governance: Challenges And Solutions

On Friday, 9 November 2007, the Lee Kuan Yew School of Public Policy hosted a public lecture by Mr Tony Blair, the former Prime Minister of the United Kingdom (1997 – 2007), on the topic of “challenges of global governance.” Mr Blair has covered a wide range of issues under this topic, including the global challenges of climate change, terrorism and financial uncertainties. Prof Kishore Mahbubani, Dean at the Lee Kuan Yew School of Public Policy, chaired the lecture.

LKYSPP hosted the 2nd GPPN Conference in Singapore from 22 to 23 October 2007. The first GPPN Conference was held in Paris in October 2006. The Singapore conference brought together more than 40 public policy institutions from around the world. Titled ‘Globalizing Asia or Asian Globalization?’ the conference has attracted eminent speakers and panellists including Surin Pitsuwan, ASEAN Secretary General-Designate and former foreign minister of Thailand, Andrew Sheng, the Chief Advisor of the China Banking Regulatory Commission and former Deputy Chief Executive of Hong Kong Monetary Authority, and Visit Tantisunthorn, Secretary General, Government Pension Fund, Thailand. The conference was opened by BG (Ret) George Yeo, Foreign Minister of Singapore. Conference participants were also hosted for dinner at the Istana where President S R Nathan was the guest of honour.

1st Annual Forum of Developing Country Investment Negotiators
Co-sponsored by the Centre on Asia and Globalisation and the International Institute for Sustainable Development
Negotiating international investment agreements (IIAs) has become an increasingly complex task. What was once considered a simple agreement of limited legal importance is now clearly understood as a significant act of treaty making. The substantive rules of international investment agreements set real limits on developing country policy space, and a burgeoning number of investor-launched arbitrations are testing what those limits are. IIAs have become a fundamental part of the international law on globalisation.
The Forum, a two-day meeting of developing country investment negotiators, will help to address the current imbalances. It will be a practical, useful exercise to build capacity through shared understandings of effective negotiating strategies and common agendas. The process will be driven by a committee of developing country negotiators from different regions, which will set the agenda. The Forum will:
- Provide a significant networking opportunity for negotiators
- Allow negotiating experiences and problems to be considered in some detail;
- Help identify and discuss emerging issues;
- Allow key legal developments in the field to be highlighted; and
- Set the basis for subsequent annual fora.

Lee Kuan Yew School of Public Policy Hosts Information Session in Manila Together with Ayala Foundation
The Ayala Foundation Incorporated (AFI), together with the Lee Kuan Yew School of Public Policy (LKYSPP), will be hosting an information and networking session in Manila on 28 September 2007.
Distinguished representatives of the Philippines government, Singapore’s Ambassador to the Philippines, representatives of the School, alumni of the School and prospective students will be present at the session and will have the opportunity to exchange insights during the information session and the networking reception to follow.

On 4 September 2007, the Lee Kuan Yew School of Public Policy (LKYSPP) at the National University of Singapore (NUS) held a dedication ceremony to commemorate Dr Li Ka-shing’s gift of S$100 million, which was announced on 8 March 2007. In honour of Dr Li’s support and generosity, the School named one of its three buildings at the historic Bukit Timah Campus, the “Li Ka Shing” Building, after him. Dr Li and Minister Mentor Lee Kuan Yew graced the ceremony. In addition to the dedication ceremony, a scholarship award presentation to the inaugural batch of five Li Ka Shing scholars was held.

Professor Neo Boon Siong, Director of the Asia Competitiveness Institute (ACI) at the Lee Kuan Yew School of Public Policy and leading expert in business strategy, process management and organisational change, presents the official launch of his book, Dynamic Governance: Embedding Culture, Capabilities and Change in Singapore on Mon, 23 July 2007. The Lee Kuan Yew School of Public Policy ( LKYSPP) at the National University of Singapore (NUS) is pleased to announce that it has become the first institution outside Europe and North America to join the prestigious Global Public Policy Network (GPPN), a tightly-knit alliance of institutions dedicated to raising the level of teaching, research and discourse on issues of global policy concern.
The GPPN is the brainchild of Columbia University’s School of International and Public Affairs (SIPA), the London School of Economics and Political Science (LSE) and the Institut d’Etudes Politiques de Paris (Sciences Po). Formally joining the GPPN requires at a minimum that each institution establishes a double-degree with every other participating institution. LKYSPP now has a double-degree with each of SIPA, LSE and Sciences Po. This year, nine students from the LKYSPP Master in Public Policy Graduating Class of 2008 will be spending their second year overseas on the double-degree programmes, three each at SIPA, LSE and Sciences Po.
The press conference will be chaired by Prof Kishore Mahbubani, Dean at LKYSPP, and Mr Stavros Yiannouka, Vice-Dean (Executive Education and Development). Four of the School’s students going overseas this year will be present at the press conference.
