Dr. Lewis has 25 years experience in policy research, advising, and consulting in developing countries. He has worked in over a dozen countries across Asia, Africa, the Caribbean, and Eastern Europe. Before becoming engaged in policy work full time, Dr. Lewis taught for several years at Cornell University, where he obtained his Ph.D. in urban economics.
For the past 15 years Dr. Lewis worked as a policy adviser in Indonesia, focusing on issues related to public sector decentralization. His most recent position was senior economist for the World Bank and he also worked for several years as a senior adviser with the Harvard Institute for International Development. Dr. Lewis has published widely in academic journals on issues related to urban economics, public finance, and fiscal decentralization.
