Part-time Research Assistant / Research Fellow (Nanotechnology Project)
The Lee Kuan Yew School of Public Policy, an autonomous graduate school within the National University of Singapore, invites applications for the position of Research Assistant / Research Fellow (Nanotechnology regulation). The commencement date is negotiable.
Applicants in all areas of Political Science, Law or an appropriate Social Science will be considered. Candidates with a background in regulation or risk analysis are particularly encouraged to apply. A substantive background in regulatory systems in Asia is also advantageous.
Position Description
The Research Assistant / Research Fellow will be an integral part of the Global Public Policy Network (GPPN) supported research project titled ‘Managing Technology Risks in an Era of Globalization: A Comparative Study of Nanotechnology Oversight in Asia and Europe.’ The project investigates the emerging field of nanotechnology oversight in Asia and Europe from a comparative perspective. It examines the impact that economic globalisation and technological diffusion have on regulatory policies at the national level; considers the need for concerted policy responses to nanotechnology risks; and explores the potential for regulatory coordination between European and Asian countries in this area.
The project seeks to answer two interrelated questions:
- To what extent are Europe and Asia set on a path of increasing regulatory divergence in the field of nanotechnology?
- What is the potential for greater coordination and cooperation between European and Asian nanotechnology regulation?
There is now a growing body of literature on European nanotech regulation, but comparatively little work has been done on regulatory trends in the key Asian nanotech countries. One of the main initial aims of the project is, therefore, to generate a basic set of primary data on Asian nanotech regulation, through the study of relevant legal texts and interviews with key regulatory agencies.
In stage one of the project, working with the research team the Research Assistant / Research Fellow will:
- Identify leading regulatory responses to nanotechnology risk in China and Singapore, especially in the context of the framing of regulatory debates and responses;
- Identify the institutional forms that regulatory responses are taking in Asia in terms of oversight, monitoring, compliance, stakeholder engagement, and legal norms;
- Map the institutional and regulatory capacities of leading regulatory systems in Asia as a means of understanding the challenges and obstacles facing the emergence of an effective Asian regulatory regime or regimes; and
- Assess the emergent regional trends in Asia’s regulatory responses to nanotechnology by examining recent regional forums such as ASEAN (Association of Southeast Asian Nations) and the prospect for inter-state coordination of regulatory responses.
In stage two of the project, the Research Assistant / Research Fellow will:
- Develop a comparative framework to assess the regulatory paths of Europe and Asia and assess the regulatory implications of these in terms of effective risk management;
- Examine potential pathways of regulatory convergence and divergence between Asian and European countries and the implications for the emergence of global regulatory standards in nanotechnology
The Research Assistant / Research Fellow may be required to undertake some travel in the region.
