The Core Curriculum
The core curriculum provides the basic skills and knowledge essential for public problem-solving and the management of public affairs through the development of analytical skills. It draws on concepts and theories from disciplines such as economics, political science and public management. The development of these skills progresses from the fundamental (such as knowing how to ask the right questions to define the problem when confronted with complicated and unfamiliar issues) to the sophisticated (such as being able to communicate clearly and persuasively in the decision-making process, both orally and in writing).
All students will be thoroughly grounded in the ability to collect accurate data on the nature and dimensions of the problem, to analyse the range of solutions to be considered and to assess the capacity of public institutions to adopt and implement these solutions.
ANALYTICS is an essential component of the core curriculum. It helps students develop an explicitly analytical approach to problems of public policy in domestic, national security, and international affairs. Quantitative analytical skills, such as economics, statistics and cost-benefit analysis, are taught with a focus on the application of these skills to policy situations. Students develop the quantitative skills required for structuring policy problems and drawing information and guidance from data. In the process, students learn to observe institutional and political processes and to understand how government works. Students also experience the difficulties of gauging the opportunities and limitations in adopting policies and in achieving policy objectives. Thus, MPP students not only receive rigorous training in analytical techniques, but also develop the capacity to apply these skills while paying close attention to the relevant details.
MANAGEMENT is made much easier using the analytical approach. Public managers must be able to assess accurately issues and institutions within their sphere of responsibility before they can accomplish specific policy objectives. Good management and leadership are essential for effectively implementing the policies drawn. In this regard, students explore the techniques of building consensus for one's position through intelligent mobilisation of other governmental units, public opinion, the media, subordinates, peers, and superiors. They develop the judgement and skills required to achieve results within organisations by deploying resources, motivating employees, and using management information. These skills in leadership, management, and administration are critical to the public official's ability to achieve results throughout his or her professional career.
