Who Should Attend
Senior executives in the government, private and not-for-profit sectors who are earmarked to be the next generation of leaders in their organisations. Participants are recommended to have at least eight years of significant managerial experience. English proficiency is vital.
About the School of International and Public Affairs (SIPA)
The School of International and Public Affairs (SIPA) at Columbia University was founded in 1946 to train professionals to meet the new challenges of the post-war world. SIPA aims to provide an educational experience that enables its graduates to function creatively and effectively in a variety of professional settings – in government, business, finance, the media, the non-profit sector, and international organisations. The School offers two different master degrees, the Master of International Affairs and the Master of Public Policy and Administration, as well as a PhD in Sustainable Development.

Programme Overview
The Senior Management Programme explores global challenges, pertinent topics and fundamental issues that affect decision making and leadership. It leads participants through a four-week learning and reflection journey covering the following areas:
(i) Essential Tools for Leaders (ii) Government & Business: a new interdependent relationship (iii) New Global Realities
Essential Tools for Leaders lies at the core of the Senior Management Programme. This theme focuses on leaders as individuals. It examines their fundamental beliefs, challenges they face and aims to enhance their effectiveness as agents of change in their respective organisations.

- Managing for Higher Performance
Government & Business: a new interdependent relationship seeks to place the leader in the context of the two principal organisational actors in a modern economy and society: Government and Business. Participants will deepen their understanding of the principles of governance and public policy-making and they will explore the inter-connected relationship of strategic decisions in the public and private sector. Senior government officials gain new perspectives on the formulation and impact of public policy while business executives gain insights into public sector decision-making.

- Principles of Governance
- Strategies for National & Organisational Competitiveness
New Global Realities will explore the rapidly changing global environment in which government and business leaders are expected to operate. Programme Objectives
The Senior Management Programme gives government and business leaders the opportunity to step back from their day-to-day responsibilities and embark on a journey of intellectual and personal renewal to improve their performance as leaders in their respective organisations.
SMP participants can expect to:
- Gain broader perspectives and heightened awareness of external forces and their impact on their organisations;
- Sharpen their leadership abilities and improve their self-awareness which will enable them to inspire and lead better;
- Acquire new strategic frameworks and management approaches to lead their organisations to higher performance levels; and
- Establish a valuable network of global peers from diverse backgrounds who will expand their horizons and opportunities.
The Learning Model
Practical Application is key. Our faculty’s approach places a heavy emphasis on interactive teaching methods, including simulations, case studies, debates, panel discussions in addition to the presentation of new analytical frameworks, with the aim of engaging participants as experienced practitioners. Together, the stellar cast of faculty brings with them a wealth of global experience and multiple perspectives.
Networking & Interaction with global peers from diverse backgrounds. The participants themselves contribute significantly to each others’ learning and experience. With the diversity in their backgrounds, organisations, countries and perspectives – they contribute to the richness of discussion both in and outside the classroom.
Exclusive Closed Door Discussions with senior business and government leaders dot the programme, sharing with participants their insights and experience on leadership, global issues and organisational challenges.

Core Faculty
The SMP brings together a team of academic experts and senior practitioners from the Lee Kuan Yew School of Public Policy at the National University of Singapore and the School of International and Public Affairs at Columbia University.
Professor William B. EIMICKE is the founding director of the Picker Center for Executive Education at Columbia University’s School of International and Public Affairs. He is the author or co-author of four books and numerous articles on public management innovation, ethics, competition and privatisation. Dr. Eimicke has served as director of Fiscal Studies for the New York State Senate, assistant budget director of the City of New York, deputy commissioner of the New York City Department of Housing Preservation and Development, New York Governor Cuomo’s Deputy Secretary for Policy and Programs, and New York State Housing Commissioner.
Mr LIM Siong Guan is the Chairman of the Singapore Economic Development Board. He has previously been the Head of the Singapore Civil Service, and the Permanent Secretary of various ministries, namely, the Ministry of Finance, the Ministry of Education, the Prime Minister's Office and the Ministry of Defence. During his tenure as Head of the Civil Service, Mr Lim spearheaded the ‘PS21’ movement, a far-reaching effort to transform the public service in Singapore for the 21st Century and re-orientate it for excellence in the delivery of government policy. Decades of experience in public service have given Mr Lim unique insights into public sector leadership and organisational transformation. Mr Lim currently teaches at the Lee Kuan Yew School of Public Policy as an Adjunct Professor.
Dr Arvid J. LUKAUSKAS is director of the Programme in International Economic Policy and Management at the Picker Center for Executive Education at Columbia University’s School of International and Public Affairs. Dr. Lukauskas specialises in international and comparative political economy. His recent publications include the books The Political Economy of the East Asian Crisis and Its Aftermath (ed. with F. Rivera-Batiz) and Regulating Finance as well as numerous articles on political economy, financial policy and central banking. He has served as a consultant to the United Nations Development Programme and the World Bank.
Professor Kishore MAHBUBANI was appointed Dean of the Lee Kuan Yew School of Public Policy on 16 August 2004 after having served 33 years in the Singapore Foreign Service (with postings in Cambodia, Malaysia, Washington DC and twice as Ambassador to the UN, during which he also served as President of the Security Council). He was the Permanent Secretary of the Foreign Ministry from 1993-1998. He is the author of Can Asians Think? published in Singapore, Canada, US, Mexico, India and People’s Republic of China and of Beyond The Age of Innocence: Rebuilding Trust between America and the World . His most recent book, The New Asian Hemisphere: The Irresistible Shift of Global Power to the East , will be launched on February 2008. He was also listed as one of the top 100 public intellectuals in the world by Foreign Policy and Prospect magazines in September 2005.
Professor NEO Boon Siong is Director of the Asia Competitiveness Institute at the Lee Kuan Yew School of Public Policy and former Dean of NTU’s Nanyang Business School. He is a Director on the Boards of OCBC Bank, Great Eastern Holdings Ltd, Great Eastern Life Ltd, Overseas Assurance Ltd, Keppel Offshore and Marine Ltd, J Lauritzen Singapore, and English XChange Pte Ltd. He serves on the Securities Industry Council and the Income Tax and GST Review Boards. He is a leading expert in strategy, process and organisational change. He has advised many major corporations and government agencies, facilitated strategy workshops, and led management development programs for senior executives and government officials.
