Biography
Agnes is currently Associate Director, Programme (MPA and MPM). She joined the Master in Public Policy Programme (MPP) which was part of the Faculty of Arts and Social Sciences in 1998 as an Administrative Officer. The MPP became the Public Policy Programme (PPP) in 2000 with the introduction of the Master in Public Management (MPM) programme. Agnes then became its administrator. The Lee Kuan Yew School of Public Policy (LKYSPP) was established on 16 August 2004. Soon after, in 2006, the Master in Public Administration (MPA) programme was introduced and Agnes became the administrator for the programme too.

Caroline Brassard
Assistant Dean (Academic Affairs) and Assistant Professor
Biography
Caroline joined the Public Policy Program in 2002, two years before it became the LKY School of Public Policy, and has stayed on since then to teach courses in statistics, research methods, economic development and aid governance. Her research focuses on poverty alleviation, international aid effectiveness and post natural disaster reconstruction. She has lived and worked in several countries including Vietnam, Bangladesh, Madagascar and frequently travels to Nepal, Bhutan and Indonesia for her current research. As for her ‘free time’, she likes to learn Chinese and to play the flute for her three sons, until they beg her to stop.

Executive (MPAM Programme)
Biography
Peiwen joined LKYSPP after graduating from NUS. As a staff of the MPAM Programme Office, her job is to provide academic, administrative and logistical support towards the programme’s day-to-day operations.

Jeannie Straussman
Student Support Counsellor, Academic Affairs

Biography
Jeannie’s career as a Clinical Social Worker with a Master’s in Social Work, has been varied and includes key leadership positions in the New York State Office of Mental Health as Regional Director ensuring quality mental health services in public and private agencies across upstate New York. In addition, Jeannie was the Clinical Coordinator for Disaster Mental Health Response providing services to families after September 11 and Hurricane Katrina and developing policies and training programs, teaching and writing in the area of disaster mental health. Previously, Jeannie taught in Schools of Social Work at Michigan State University and Syracuse University, provided leadership as the Director of Community Mental Health Programs and Vice President of the United States Psychiatric Rehabilitation Association.

Biography
Juliana has been in the service line for more than five years with three years of experience in the education industry.
Prior to joining LKYSPP, she had rendered her service to other Private Education Organizations in areas related to student services, administration, sales and marketing. With her experience in administration and working with students, she believes that she can provide her best in supporting the academic functions of the school particularly in the full- and part-time Master in Public Administration (MPA) programme.

Kenneth Paul Tan
Associate Professor & Vice-Dean (Academic Affairs)
Biography
Kenneth has written widely about Singapore, mainly on (1) governance (focusing on meritocracy and pragmatism), democracy, and civil society; (2) the creative city and culture industry (focusing on film, television, and theatre); and (3) race, gender, and sexuality. He has held visiting fellowships at the Australian National University, Georgetown University (on a Fulbright Fellowship), and Harvard University. In 1995, he received a Lee Kuan Yew Postgraduate Scholarship to read for a Ph.D. in social and political sciences at the University of Cambridge, which he completed in 2000. In 1994, he obtained a first class honours degree in the joint school of economics and politics at the University of Bristol on a Public Service Commission overseas merit (open) scholarship.
He is a member of the Arts Advisory Panel of the National Arts Council (Singapore). He is also the founding chair of the Asian Film Archive's board of directors, sits on the board of directors of theatre company The Necessary Stage, and has composed music for some of its performances.

Biography
May plays a supportive role in helping students to improve their communicative and learning skills through better listening, reading, speaking and writing. She collaborates with colleagues and external instructors to design and deliver courses, seminars and workshops to help students engage and learn effectively.
She completed a professional Diploma to Teach English to Speakers of Other Languages and a Certificate of Professional Studies (Phonetics), both with Distinction, in 2011. She completed her MPP from the National University of Singapore (NUS) in 2003, which was capped with the WyWy Gold Medal for the best policy analysis exercise paper. She received her MBA from the University of Hull with Distinction in 1999 and her BSc from NUS in 1985.
May has many years of working experience, of which 15 were spent with the healthcare sector in management and administrative capacities. These included stints as the Deputy Director (Medical Affairs) with the Institute of Mental Health; General Manager of the Academy of Medicine, Singapore; and Administrative Manager with the Singapore General Hospital.
In her free time, May enjoys exercises based on techniques in ballet, modern dance and jazz. She is a member of the National University of Singapore Society and Nature Society (Singapore).

May Phoi
Assistant Manager and Personal Assistant to Vice Dean, Academic Affairs
Biography
May joined LKYSPP in 2006 as Personal Assistant to the Vice Dean (Academic Affairs). She had been Personal Assistant to Assoc Prof Hui Weng Tat as the first (Vice Dean, Academic Affairs) followed by Assoc Prof Scott Fritzen as the second (Vice Dean, Academic Affairs), and Assoc Prof Darryl Jarvis as the third (Vice Dean, Academic Affairs) respectively.
In her free time, May likes to make desserts, bake muffins and pineapple tarts!

Lee Chao Sheng Kelvin
Associate Director, Head of Graduate Programmes

Biography
Kelvin holds a doctorate in e-branding management from the University of Technology, Sydney, Australia. His research interests include Internet advertising, customer psychology and brand management. He has published his research results in various international journals and has taught a variety of marketing and e-commerce courses.
Kelvin has extensive academic experience in school operations, academic affairs and the marketing of courses. He has worked previously in Higher Education institutions in the UK and Australia (University of Technology, Sydney and Manchester Metropolitan University), and has held appointments as Training Centre Director and Director for the School of Tourism and Hospitality in private education training institutions.
Kelvin has been actively involved in curriculum design for diploma and degree courses, quality assurance, standards and delivery, and has set up training centres and vocational skill based programmes for the tourism and logistics industries working closely with the Singapore Logistics Association. Kelvin has also collaborated with UniSIM to design and launch a Bachelor of Science in Logistics and Supply Chain Management as academic progression for vocational diploma holders. The program was launched in July 2009.

Suzaina Kadir

Biography
Suzaina specializes in the study of politics, institutions and governments in Southeast Asia, and in the study of Muslim politics in Asia. She has published on Islam and Politics in Southeast Asia and on the Management of Islam and Muslim politics in Singapore. She teaches modules on “Ethnic Politics and Governance in Asia”, “Political Islam and Governance”, “Women, Leadership and Public Policy” , and “Politics and the Policy Process in Southeast Asia.” Her current research looks at the organizational transformation of Islamic socio-political movements and the impact on political Islam in Indonesia.
In her spare time, Dr Kadir serves on several government committees and volunteers with community organizations. She is also a full-time mother of two young boys.

Tan Boon Seng

Biography
Dr Tan received his PhD, MBA and B.Sc. (Pharmacy) from the National University of Singapore. Prior to joining the school, he was an Assistant Professor with the Hong Kong Polytechnic University, the Resident Academic Advisor for the University of Chicago, a Senior Manager for Parkway Group Healthcare and the Chief Delegate for SmithKline Beecham in Vietnam. He is interested in teaching and research that applies economics thinking in public policy and business management.

Biography
Wendy has been with LKYSPP since 2006. Playing a key administrative role in the MPA programme, Wendy is instrumental in ensuring the smooth transition of all local and international students from the time they submit their application, to graduation. She is also the Secretary of the School's Teaching Excellence Committee, which explores and implements strategies to help faculty enhance their teaching. In her free time, Wendy enjoys spending time with her family and going to the movies.
