December 2008
2nd week of the Executive Programme on Leadership in Water Governance:
The EP on Leadership in Water Governance involved 20 participants, who are leaders in water sector from 13 countries in Asia.
- A session by Prof. Toshio Koike on 0 3 December 2008 was open to the public. The session was chaired by Dr. T.S. Gopi Rethinaraj. Over sixty people attended the public lecture (see no. 3. Water Lectures/Seminars)
- Speakers from PUB Singapore are Mr. Chan Yoon Kum, Assistant Chief Executive of PUB and Mr. Tan Yok Gin, Director of Policy and Planning, and Mr. Harry Seah, Director of Technology and Water Quality Office.
- Site visits to Changi Water Reclamation Plant, Woodleigh Waterworks, Ulu Pandan NEWater Plant, and the NEWater Visitor Centre was arranged on the second week by PUB Singapore.
- Closing Dinner was hosted by PUB Singapore at the Marina Barrage, which involved representatives from LKYSPP, IWP, PUB Singapore, and invited guests from various private sector water companies in Singapore.
- Each participant made an individual presentation on the last day of the EP, moderated by Dr. Wu Xun. Dr. Shreekant Gupta also observed the individual presentations in the morning session. The final day was closed by presentation of certificates by Dr. Mary Astrid S. Tuminez, Assistant Dean for Executive Education, LKYSPP.
Energy and Economic Growth: The Emerging Prospects and Policies" 04 - 06 December, 2008 in Bangalore, India
Dr. K.E. Seetharam (Director, IWP) delivered a lecture “Water Security in India – key to Energy Security and Sustainable Economic Growth”, and joined a panel discussion at the All India Economics Conference organised by the Department of Economics, Sri Sathya Sai University. He discussed the work of IWP on the impact of climate change on public policy, particularly the linkages between macroeconomic policies and water, energy, and food policies.
Visit to Japan, 08 – 13 December 2008 for the following duties:
Director, IWP delivered Special Lectures on “ Achieving Water and Sanitation in Asia” to: 200 undergraduate and graduate students, and faculty from the Yokohama and Setagaya Campuses of MI-Tech University as their Visiting Professor; 80 members from the Japan’s Construction Consultant Association (JCCA); and faculty and undergraduate students from University of Tokyo.
Water Lectures/ seminars
Over sixty people attended the public lecture “Climate Change and Water” by Prof. Toshio Koike, an EP session open to the public on 3 December 2008. Prof. Koike was commended for his contribution to the IPCC Nobel Peace Prize by WMO and UNEP in 2008. Dr. T.S Gopi Rethinaraj chaired the public lecture. Attendees included the twenty Executive Programme participants, NUS students and faculties from various departments, representatives from NParks Singapore, the Ministry of Environment and Water Resources, and the National Environment Agency.

Executive Programme on Leadership in Water Governance
The EP on Leadership in Water Governance involved 20 participants, who are leaders in water sector from 13 countries in Asia.
- The opening ceremony that was opened to the public featured Prof. Tommy Koh as the chair and H.E. Ek Sonn Chan from Phnom Penh Water Supply Authority as the guest speaker. Approximately 60 people attended the ceremony, which included EP participants, LKYSPP faculties, EP resource persons, and the media.
- The EP also included speakers from LKYSPP: Scott Fritzen, Prof. Shreekant Gupta, Prof. Jesuthason Thampapillai, Dr. Eduardo Araral, Dr. Wu Xun,, Dr. T.S. Gopi Rethinaraj and Dr. K.E. Seetharam (Director, IWP); PUB Singapore: CE Khoo Teng Chye, Chan Yoon Kum, Tan Yok Gin; and invited guest speakers: Mr. Tony Aquino from Manila Water Company, Mr. Arthur McIntosh, Dr. Anand Chiplunkar from ADB, and Prof. Toshio Koike from the University of Tokyo, Japan.
- On 28 November 2008, when the programme discussed Public-Private Partnership (PPP) in the water sector, guest participants from private water sector institutions in Singapore were invited to enrich the discussion, including Mr. Lim Wai Sing, Mr. Mickey Ng and Ms. Oh Hoon Hoon from the Asia Infrastructure Project Development and Mr. Yeong Wai Cheong from Konzen Group Companies.
World Urban Forum 4 Nanjing, 02 – 04 November 2008
Director, IWP made a presentation on “Leadership in Water Management” at the International Programme for Mayors on Urban Water and Sanitation under Water for Asian Cities Programme organised by the UN-Habitat in Nanjing on 02 November 2008.
Director, IWP attended the 4th World Urban Forum (WUF4) held at the Shuixiu Garden Hotel, Nanjing from 03 - 04 November 2008. He met with the Deputy Executive of UN-Habitat, Ms Inga Klevby at the WUF4 to discuss on future collaboration with IWP/LKYSPP.
World Toilet Summit & Expo, Macau, 04 – 05 November 2008
Director, IWP made a presentation on “BBB-Bringing Big Business into Sanitation” at the World Toilet Summit and Expo at the Venetian Macao, Resort-Hotel, Macau from 04 - 05 November 2008. He also discussed with HRH Crown Prince of Orange (Netherlands) the proposed action plan to implement the suggestions in the presentation.
CLC Inaugural Policy Forum on Water, Energy and Food Security, 07 November 2008
Director, IWP lectured on “Water Security in Cities is Achievable” at the Forum on 07 November 2008 at the URA Centre Theatrette.

Inception meeting on urban water case studies in Asia
An inception meeting on “Case Studies of Good Practices for Urban Water Management in Asia” was held at the Water Hub on 9 October. The meeting marks the commencement of the implementation of the Letter of Agreement (LOA) to produce case studies on eight Asian cities. The LOA was reviewed. The work plan, draft content of the case studies, final deliverables and methodology of case development were discussed.
Water Lectures/ seminars
Vinoli Thampapillai, PhD Candidate, Fenner School of Environment and Society, Australian National University, came and delivered a Seminar on Friday, 17 October 2008 on Limits to Government Water Buy-backs in the
Murray Darling Basin in Australia. Some faculty and PhD students attended the Seminar.
