Where are you from?
Singapore.
What sparked your interest in public policy?
I have been a reporter for much of my working life, and I have seen public policy from the making of legislation to the impact of new laws on ordinary people. I was interested to study the process in detail, to discover the science behind the art, so to speak.
Why did you choose to pursue a PhD at LKY School?
I think public policy is a peculiar animal – you have to study it in its natural habitat. If you are interested in the public policy of a particular country, you cannot live half way across the world and study it. I am interested in the policies of Asia, and LKY School is a natural stopping point.
Want to share any highlights such as awards, special events, professional presentation of your work?
I have written some cases on water, including a memorable one with a Cambodian water leader Ek Sonn Chan. This is a man who brought water even to the poorest in Phnom Penh. People in the slums rush to pay their bills when they see the bill collector each month - it is so much cheaper to get water from the Government than illegal vendors. I am also presenting a paper on third-party governance at a conference in Taiwan in June 2009.
What are your career goals?
I would like to make a contribution to solving the global water problem, through an international agency. I would also like to write and talk about the water success stories in Asia. This is an area of the world where the need for clean water and good sanitation is greatest. |
